Flair Air has added some new routes to their schedule, with introductory prices from Winnipeg to Kitchener-Waterloo, Ontario for between $86 and $206 CAD roundtrip including taxes.
The flights are non-stop both ways.
Winnipeg to Ottawa is also available for a similar price.
$86 roundtrip is the base price, and includes *only* a personal item. Low cost carriers charge extra for *everything*.
$206 roundtrip is the price with carry-on or a checked bag included, for a more fair comparison against other airlines.
Vice-versa flights (Kitchener-Waterloo or Ottawa to Winnipeg) are also available for a similar roundtrip price.
Update: Westjet and Air Canada have responded by dropping their fares from Winnipeg to Ottawa down to $190 CAD roundtrip (slightly cheaper than Flair's fares, after factoring in luggage). Try starting with this Google Flights search.
