Swoop has dropped the price of a couple non-stop flights from Winnipeg to Puerto Vallarta, Mexico down to between $193 (personal item only) and $253 (with luggage) roundtrip.
Keep in mind that $193 roundtrip is the base price, and includes *only* a personal item. Low cost carriers charge extra for *everything*.
Carry-on bags cost around $38 each way, and checked bags cost $27 each way.
Approximately $253 CAD roundtrip is the more realistic price to use when comparing against other airlines.
If you do a quick search on Airbnb, you'll find many well-reviewed places to stay in Puerto Vallarta for under $100 CAD/night.
